An Article V constitutional convention cannot ratify a constitutional amendment. It may only propose one to the states to be ratified by the legislatures or conventions of 3/4 (38) of them. You need to get your facts straight.

The proposed amendment is silly and unnecessary, but not for reasons having anything to do with an Article V convention.
