They are allowed to put 4% fillers in their patties and still claim that their burgers are 100% beef because the 96% fraction comes from beef.  Also, when the filler contains soy protein or TVP and water is absorbed by the filler, the weight of the meat patty increases by about 25%.  So the quarter-pounder contains only about 3 ounces of meat.
